Stuttery mouse/lag only in launch menu. No where else.

After launching the game, and you see the the animation of the planet and the light from a star peeking over. Moving my mouse around thereafter purely in this launch menu lags.

So if I move my mouse to click "continue" or "load" or "settings" etc, the mouse isn't smooth, it stutters every second or two.

The rest of the game is not laggy at all.

Anyone else get this? It started for me after the latest update.
