Yet another thing I hope will be fixed by modders down the line
RNG.
There is plenty of nothing in most boxes and safes so I just keep my digipicks to unlock doors. I do like the minigame though. It's way better than lockpicking in Skyrim.
Yeah, I mean, like anyone would buy a very obvious safe, leave it in a very obvious place, and obviously NOT place their actual valuables in it? What kind of inconsiderate, law-abiding, do-gooder would do such a thing? How's a thief supposed to steal a living?
So you are saying that only those with better lock picking should get the good items...???
At least it is am improvement over NPC looting the Overboss's chest and crashing your game.
I can visit 1 random generated science lab or whatever and find more locked chests, doors, lockers and whatever the ♥♥♥♥ there, than I can in all of FNV. It's absurdly over done, it becomes so time consuming just unlocking all the time.
Skyrim: Dungeons that hadn't been explored in hundreds of years still have lit candles and other light sources.
Fallout: Safes that have been shut since before the war have post-war items in them like bottlecaps and crudely made weapons and other things.
They're hoping the dopamine rush from "loot" makes you forget the absurdity of it.
Some POIs do have keys for certain doors laying around though.
