What mods are you trying to run?
What do you have inside the ini file?
What file location do you have the ini installed in?
Are you sure the ini file is saved as an ini file extension?
I have the Steam version
The .ini is here: C:\Users\Admin\Documents\My Games\Starfield
This is what is typed in it:

I am running SFSE, Plugin.txt Enabler, and a few Starfield Extended mods from NexusMod that change item names and tweak the game economy a bit.
It extremely easy to install mods manually, probably quicker than farting around with vortex.
Can I ask what I need to do for a manual install?
Are you absolutely sure your ini has the ini extension and isn't .ini.text?
Are all mods not working for you or just some?
Since you are running SFSE mods, are you launching the game with the exe "sfse_loader.exe"?
Yes I am sure it is just .ini
All mods are not working.
I am not using "exe "sfse_loader.exe" first I have seen of needing it?
