So, did "Starship Design" skill open shielded cargo modules for buy and add to ship?
Once you visit you will get some of the Shielded Cargo variants at your Landing Pad in the outpost.
The Cargo scanning Jammers are only sold at Red Mile.
One skill point in Deception skill also give you a bonus 10% to evade cargo scans.
Here's a Treasure award, you deserve it.
You'll need a jammer too. the shielded cargo doesn't work without one.
If all else fails, you could always capture a crimson fleet ship. They almost always have a shielded cargo module on them. Then you can just mod it into the ship you want.
Deception skill, not Payloads. There's an incorrect loading screen tip about that.

The game needs to communicate this better since its like one of the cool things about the game and its completely hidden and even those playing for a long time and have been there wouldnt know this.
Transporting mech parts may not be legal in space but mechs are cool after all.
But it's good to know that you can get these things at some vendors.
IDK, I didn't spend skills in that category, but some items in the tabs are greyed out for me, so I come to the conclusion that they can be unlocked. Some of them may be of a higher ship class than I currently are allowed to pilot. The Pilot skills is really worth to max out as fast as possible, a fast way to do it is to spend time in the Simulator at UC New Atlantis.
In addition Shielded Cargo will work without the Jammer, but it will work better WITH the Jammer.
Also if you go past your Shielded Cargo Limit it won't work at all and the Closer you get to your limit it will "Supposedly" Work Less.
I don't really smuggle so take everything I say with a Grain of Salt. I have "Smuggled" but not on my current play. No reason too.
The Key

FYI: If you FORGOT to put your contraband INTO the ship cargo you get a 0% to evade.
DO NOT PANIC!
Open the menu and move the contraband into your cargo and the chance goes back to normal as if it was shielded.
