Uh, that began a very long time ago and went a very different direction.
But you're almost right. Creation Engine is retired. Creation Engine 2 has stepped up in it's place.
Now off you go, make something in Unreal Engine 5, sell it, become rich and famous and important and everything. You've got a lot of work to do. Go on, off with you.
But I'm not the one making the argument, so honestly, I can't be arsed to.
But Creation Engine 2 needs some work, no doubt. Bethesda should not abandon the engine at all. If they do, it will be because of Microsoft, which would still be a serious mistake. CE2 already has some problems, especially in the 'quest engine'. I've always kind of dreamed ;) that they would do more status checks. Other than that, CE2 seems to be quite powerful.
Otherwise, maybe it's about time that they make the NPCs more realistic, i.e. the faces. It used to be said that if the NPCs were too realistic, it would scare people in some way. That's probably why the NPCs in CE still seem weird. Especially when laughing/grinning. There was a thread on this topic here recently. And the link in that thread explains it really well. And it's just intentional.
Unreal engine has quite a few shortcomings(like freezing instead of crashing and therefor not producing error logs)
Threads like this always makes me wonder if people realise what a game engine really is.
We know for sure that Creation Engine "Just Works" (c), what about Unreal? Huh?
For example the matrix demo, very impressive with lots of vehicles and npc’s. And this does work, however the procedural generation behind the city is an absolute mess
