3) Crew capacity (ship builder: weapons, engines, shields, etc)
Which ever is the lowest will determine the amount of crew members (+1 if you assign Sarah)
NOTE: Passenger space on habs does not count.
To have more than 4?
It's the lowest of:
A. The amount of crew your ship can support (linked vaguely with size)
B. The amount of dedicated crew slots in your ship
C. Your skill level
So, if you have only a 2-person cockpit and no other habs to raise crew size, that goes under (B) in the list, and your skill level (C in the list) can be as high as you like, but you're capped at 2.
Conversely, you can mod a gargantuan ship, with say 12 crew slots, and if your skill level isn't high enough, you're capped, and if it is maxed out, you're capped at 8.
You can't. No matter how many crew seats you have on your ship, you're limited to two crew members without the skill. Three if one of them is Sarah, since her skill adds one slot.
Max skill gives you 8 + Sarah.
Count that as a bug then. I sure was not able to have 4 without Sarah early game.
