Wait for the mods to fix/balance all the weapons, cause obviously 9 years was not enough time to play test....
Does not look like an intentional thing to me, if it is, very weird.
i do see some hand guns that go to advanced, but not the 27cal's :P
i can find almost any gun fairly easily, i have 4+ dealers i can 'cycle' by waiting

With Xedit now a useable solution for modders (since yesterday-ish), we're starting to see a lot more .esm mods that can do things which modders weren't able to do before.
Nope. Completely false. Every weapon goes to advanced. I can buy advanced gear direct from the vendors and all three are available in Advanced versions. People need to stop making things up just because they have not had good RNG yet.
