This is a result of save corruption, most likely, and you need to find the most recent save game where it's okay, WITHOUT losing a functional save that isn't ages and ages ago.
I recommend going back to the oldest autosave you have access to, and make a manual save.
Then you can much about and try to find a more recent save without the error, but at least you have an 'escape point' if you can't. And if that save is also corrupted, then hopefully you have older manual saves.
this game over writes a save on exit (so if you load a working save but have not found the issue ...), its easy to go from one corrupt save to them all being corrupt
they are located in your Docs folder
\\Documents\My Games\Starfield\Saves
edit
i also suggest disabling cloud save if you use it, that has a way of replacing saves when you least expect or want it too
generally speaking i would suspect ram issues of some kind (lack of vRam being the first suspect) if a game or app fails to load all the assets, that would generally happen when the app is using a lot of resources and trying to load a lot
