You'll need something like afterburner, or even geforce experience to measure your actual usage.
But you'll put out some heat, sure.
1% GPU usage would mean less than 1 FPS for most people.
My 3080Ti runs at an average of about 80% usage on all ultra settings.
I am using NZXT to measure usage, not the task manager. A good indicator to confirm usage is the amount of heat generated. The CPU is cooking pretty good, but the GPU is nice and cool

I can easily write code to force all cores to any percentage I want. That doesn't mean the code is doing much of anything, however.
OK some guy made a false assumption that I was using task manager and you all went with that. I am not using task manager. My graphic card is as cool as a cucumber while the CPU is nice and hot, a crude but reliable way to confirm.
I run 3 monitors. I play DCS in VR, or sometimes on my monitors with a head tracker. I know what I'm doing. But I am curious about your setup; you have the same GPU as I do, and you are able to measure GPU usage? What program are you using to measure it ? How is your CPU usage? I'm a bit baffled here because I run many demanding games and the tools I use for measuring performance are usually reliable... Hence this thread.
