Actually Nvidia drivers, overall, have been worse than AMD/ATI drivers ever were.
I know you didn't know this, because all your fave big tech youtubers never told you.
And i say this as someone currently using a 3090. I actually have two 3090's.
Also Bethesda just released a big patch update today so that may fix things up.
No just fixed a few bug's here and there......big patch they are working on......

Well if nothing is responding that is probably the case, took a good 5 min of sitting on the desktop to load after the most recent driver update. Everything still worked it was just stuck at the desktop for ~5 min and felt like it wasn't loading.
The slow load afterwards is same for games like elite after any driver update, needs to rebuild the shaders cache, will take few mins at most.
When in doubt, scrub and try a fresh install of new drivers.
