Report a translation problem
If you can't get the pirates to spawn then do another mission to progress the quest. At the end it won't matter you will just have to buy weapons to put on it. And you will anyways b/c the ones they will put on it will not be good ones.
Any ideas? Some people think the quest is bugged...
As for the 2 bugged bounty missions and "Failed Communication" and a 4th quest with finding some "natural formation" which did not update properly (4 bugged quests in total), i closed them using this guide:

"Open console commands using the '~', then write 'sqt' to find the list of quests you currently have.
Then when you've found the quest you can't progress, you can find the quest name in the string after "Current quest". In my case, Rook meets King was as CF02. The main faction quests, I've found, are named linearly. If you're not sure then you can look at the reference and see if it's the questgiver.
Once you've done that, type "help <questname>", this gives you the code for the quest, which you can find written after "QUST: <questname>". In this case Rook Meets King is as 000192D2.
Find your quest stage by typing "sqs <questcode>". This gives you your current stage, as well as a list of all the stages in the quest. You may have to scroll up quite a bit.
Finally, pick a stage number not too far ahead of yours. E.g. if you're at 100 pick a stage that's a nice round number like 150 if its there. Type "setStage <questcode> <stagenumber>". In my case, I'd write "setStage 000192d2 300" "
Had a 5th bugged quest "Blast Zone" in Akila, to clear 6 rocks preventing homes to be built by Mr. Tate. Only thing, those 6 rocks were not rendered so nothing to clear. Again, I used the above to force complete it.
