DISCOVERED: Modding Fix 2 Document Folders Separate Locations
Most of the community is confused on whats happening with the modding side of things.

The way to do it as we all know is by navigating over to the Documents/My Games/Starfield Folder and placing mods in Data folder with the custom ini.

But what if I told you the Documents folder you're using isn't the only one?

As it stands, the Documents folder you'd normally see in File Explorer is linked through your OneDrive service, which is something Bethesda requires is active for GamePass users for Fallout76 otherwise the game doesn't work.

So clicking on that Documents tab in the OneDrive section does lead you to MyGames/Starfield, but its not the right one.

SOLUTION: You have to go to..

This PC/C Drive/Users/(Most likely your name or PC name as a folder)/My Games/ Starfield, and there's a completely different folder with more Starfield Data.

I confirmed that these two Documents Folders contain relatively the same information, but the OneDrive location which advertises My Documents does NOT contain the data needed.

I hope this helps people, this is exactly my situation and ended up fixing all my problems. I kept using the OneDrive Documents folder instead of the local drive folder just because OneDrive advertises the Documents folder clear as day and makes it look like thats what you're looking for, and it just so happens to contain the same info as the local drive folders.

This is only an issue if you actually use One Drive, I personally do not so you're assuming too much.

Well like you said it's actually an issue if you use OneDrive which I do, and you don't, so i'm actually not assuming to much. This is an actual fix that got my mods working so please don't try and bring something down that could potentially help others. Thank you.

It's not even a problem for everyone who does use one drive. I use One Drive, and I don't have the folder he's talking about for it. It's probably some specific setting for One Drive that I did NOT turn on.

What kind of decent gamer uses OneDrive.

It's the first thing I disable on a windows install.

I play Fallout 76 on PC Game Pass and it specifically does not work unless OneDrive is active on the system. For reason I know not.

I don't use GamePass or buy from windows store, bad experience with updating/patching game the one time I had a game from that store. The windows store version (wasn't gamepass, gane was bought outright) didn't need OneDrive though.
