i found this workaround - didnt work for me (tried 2 times).

Get Sarah to the lodge. For me, it needed a combination of assigning and unassigning her from my ship, sleeping, and taking off and landing again (not fast travelling from the ship).
Start the conversation with her. She should say her first few lines and then start walking out. Your camera will be stuck.
While your camera is stuck, let her leave the lodge. This takes about 10-20 seconds. You might be able to see from your glitched camera POV when she has gone through the door.
Once she has left the lodge, use the console command movetoqt. This should teleport you outside to the memorial, where she should appear, and you should be able to continue the dialogue and the quest as normal. (It's important to let her leave the lodge otherwise movetoqt will just teleport you to the lodge door)

movetoqt conesole command will not disable achievements afaik - so its a pretty neat workaround.
although you are right, that doesn't help, if your last save is hours ago, like in my case - especially when u aren't sure it wont outcome the way it already did.
so thanks for your cheap advice, but everybody spending hours to search for a solution may have already considered that.
It's just common sense to save often and have many backups.
