I don't think you can get all the powers on the first playthrough, you go into NG+ to get the last while leveling up the others

You should be able to get all twenty-four powers per playthrough, with bullet time coming at the very end.

You can get all the powers in one play through.
Each piece of the artifact is connected to a temple.

You can also get shorted one of them if Barrett dies.

New Game+ gives the next rank of the powers. Each rank will do one of the following reduce the cost, increase duration, increase effect, etc.

That's odd; because despite the "missing temple" people can and do unlock all powers on a single playthrough.

I was showing 2 undiscovered temples at the end of the first game despite having all the powers.

I have had Temple Sigma appear twice in different locations in the one NG+ play though. First time without Barrett, second time with him. Parallel Self got levelled up twice in that play through.

More weirdness: found a temple that was just called "TEMPLE", no greek letter suffix. It did not confer a power. Guardian Theta turned up when I left it to attack me.
