I also took his explanation as the reasoning why you as the player don't receive said uniform, which doesn't make sense as there are members of the vanguard with the uniform.
I disagree with the vaguard's status as privateers in comparison to the privateers during the age of sail anyway as the vanguard literally receive uniforms (the space suits), access to "cutting edge" military equipment (the ship modules), and are not being encouraged to harass members of the FSC, in fact they really want you walking a fine political line in your dealings with the other powers.
EDIT: They're closer to the air national guard than true privateers, IMO
The UC does not allow just anyone to become a Citizen. As detailed in the Vanguard museum, even a child born to UC Citizens is not a Citizen from birth. As far as I have been able to figure out, the UC-born only become Citizens when they join MAST or do something of great benefit to the UC.
If you are from a different star nation or an independent world, you can attempt to join the Vanguard and after you complete your first tour of duty, you will get your citizenship. The UC-born can also opt for Vanguard service if they want more wiggle-room and freedom-of-action.

That is it. Performing a service to either make yourself feel good about yourself, or to earn citizenship. Most likely the latter, from how they speak of it in game.... Or a national that is working on citizenship and doesn't like the idea of sitting in an office for 15-20 years drudging away to get citizenship...
Closest parallel that y'all could get would be French Foreign Legion. Soldiers, working for a government, that aren't citizens, who can eventually down the road earn citizenship. Not letter of marques, or privateers, or broke ass batman.... Held to the same measure and standards that a citizen (soldier) would be, expected to represent the government in an equitable way, and willing to step up and do the job that needs to be done.
Plus you get an outfit to wear, so I'm not sure what OP is talking about.
Though Rangers are cooler, you get a shiny badge on top of it too.
If you didn't get the Vanguard helmet, "backpack" and the spacesuit after completing the flight sim and reporting to Lieutenant Tuala, then you've experienced a bug.

Copied and pasted from the website...Vanguard is military and is part of the Governement, there IS a uniform as well as a spacesuit and vanguard type ship weapons once the UC questline gets far enough.
