Report a translation problem
Proably if you have part of your ship overhanging you can attach it to the bottom of that provided its not on the same level as the landing gear.
Because that cryptic description of how it works, really don't help much.
It was the Frontier where I had used that docking bay. Up until I expanded it too large and needed more landing gear and I opted to use a different kind for that additional gear. At that point, I had to move the docking bay to the top of the ship.
The last screenshot shows the 'given error', and it's with the 'Landing Bay' (The entry point from a ground landing) right in front of that docker. Like seen here:

But the landing bay conflicts with it on the bottom? That's gotta be a bug.
Anyway, the problem was one of my engines. Such as shown:

Basic UI design features like that are simply not BGS's strong suit...at all.
I knew it wasn't your landing bay, because there's no way to actually get the docking bay lower than the landing bay. But I didn't want to argue with you about it...LOL. Glad you got it sorted.
Well, when it said "Landing bay" I thought it meant the landing bay, not the engine. Who would have thought that Bethesda could ♥♥♥♥ up so royally that the thing says it's one thing, when it actually means something entirely different.

So when you get that message and can't figure out what's not connected, double click your cockpit (or other main part of the ship) and then drag it to the side. That will drag everything except the unconnected parts, allowing you to quickly locate and identify them.
So many things not explained in this game, it's like a freakin' 'Early Access' title.
