You know there are multiple easy solutions for the fermi paradox right...? I mean have you looked into it...?
Plus i mean we are talking about a video game so of course they could do aliens if they wanted to lol...
We already know there are likely earth like planets out there, let alone other types of life sustaining planets that are different to earth, so then if there are other earths out there, why are we the only ones...? That seems pretty egotistical to me... If there are other earths in the galaxy there are chances for intelligent life...

Speaking from our own reality: Intelligence could be a rare occurrence/mutation in the Universe. Speaking from Bethesda's point of view: DLCs.
Yes bit the devs picked a solution that involves no alien life in this corner of space. Or that the alien life was so long ago.
Isn't part of the story that humans have kind of stopped exploring, and constellation is a tiny forgotten organisation are to only ones really interested in carrying on.
You can increase the estimated number of planets suitable for life, increase the fraction where intelligent life could form, you wouldn't even need to bother with the requirement of radio technology or length of signal dispatch.
But it's still a fairly low chance.
Reality is Bethesda probably didn't want to do it out of laziness or wanting to sell overpriced dlc. But that doesn't mean it's weird or unrealistic to not find aliens
Why would it have to be a rare occurrence/mutation...? If the planet supports and has the ingredients and right atmosphere for life, life will develop... Life will develop literally anywhere and everywhere it can...
