I had Aurora in my personal inventory the last time I showed 0% scan evasion, despite having a few thousand capacity of shielded cargo. All it takes is a single contraband item somewhere in the ship that is NOT the cargo hold for it to become 0% scan evasion.
But honestly... shielded is overrated. Just go to The Den and get rid of it before heading back into civilized space
Some things to check. Having a number of Contraband that exceeds your shielded Cargo. The more Contraband you have is supposed to reduce the effectiveness of the shielded Cargo. So having like 10 Mass of Contraband "shouldn't" effect the number. Having 159 out of 160 will likely effect it. Having 500 of 160 definately have it.
Also make sure you don't have any on you or in a dead body or just lying somewhere in the ship somewhere.
This.
(No stacking, apparently, so just the one jammer.)
