There's a square screen near the cockpit that grants access - took me around 9 hours to locate it first time.
In RL, a captain will keep his personal affects with him and move them to his next ship. No captain is ever going to unpack the cargo hold and transport it with him to his next ship only then to drag 100,000s of tons of cargo behind his yacht.
As for the "reason" that players could exploit the "switch ship to avoid contraband checks" - if this is the concern - then simply change the ship to be "requested" at the new landing pad and perform a contraband search on arrival.
I WISH it worked the way you are describing for me, but it does not. When I switchedit ships everything in my captain's locker gets moved to the cargo hold.
Edit: It just occurred to me that I'm not actually sure what the captain's locker does when I switch ships. It all gets dumped to the cargo bay when I use the ship builder to modify a ship, and after about 4 or 5 times of that happening I just stopped using the captain's locker. I don't think I have ever had anything in it when I just switch ships because of that.
I think I'll do an experiment when I get home and load the captains Lockers on my ships with different items and then change home ships to see if those items stay with the ships I put them on.
Do let us know if that's what you experience as well. It would make the locker a lot more useful once you know you aren't going to be in and out of the ship builder much (if at all).
I wish they'd make the captains locker static like the cargo too, its a common container across all ships so it'd make sense.
