(For more context, the mission I had where I got the bounty in the first place was a randomly obtained one on an obscure ship I had docked on, they said that the Freestar Collective was still at odds with the UC despite having signed the peace treaty a while ago, and said that they were planning a small secret attack on New Atlantis, so I went into a FC outpost and killed the guards and leader there and got bounty, left no witnesses, and apparently they were also affiliated with a company which I forgot the name of, which produced Aurora, which the UC guys I was with collected, also to add; this happens no-where else, I fixed it on Jemison and other planets where Freestar civilian ships are at, it's only this one planet which for some reason has a Freestar military blockade. )
