Is there anyway to know if my Achievements have been disabled?

I was toying around with the console but didn't actually run any command. got the waring that mucking around with console commands can disable achievements which was fine. I closed the console after that.

However, I accidently hit the console key binding but im not getting the warnng anymore. Im worried even without running any console commands my achievements may have been disabled.

How to check if they've truly been disabled?

Not sure how to check, but by reaching one...
But I had that warning too and mine still work. Also same situation, accidentally opened and closed again.
If you actually disabled them there are mods on the nexus that reenable them too.

i got that warning a couple of times. all of them accidentlly pressing ~. But now they've stopped.

you're fine. i hit the console command key on accident all the time. sometimes it shows the warning, sometimes it doesnt. my achievements arent disabled.

Go to load game, and then see if you can select a different character. The save games after using a console command are now listed as "modded". That means you can't unlock achievements. Is there no character with "modded" you are good to go.

On nexus you can download a mod that overrules that crap. So you can use console commands or mods and still be able to unlock achievements.
