Just getting into Outpost building after 90 hours and you can set down an outpost with nothing, but you need to understand the specific requirements for each element of your outpost.
So, I've placed an outpost on the moon and on Kurtz, the moon off New Atlantis. Kurtz has a lot of Aluminium (or aluminum as Americans seem to call it) and an aluminum extractor will set you back:
Iron - 5 units
Tungsten - 2 units
Aluminum - 4 units
I do tend to look for multiple things in the outpost area.
And be careful how close you build to points of interest. You could have a nice 3-4 materials, and only have 1 or 2 accessible.
I'd suggest a planetary scan will give you that in terms of the size of the patch, but whether it runs out or not...
Also check the skills section as I'm pretty sure there's a skills that gives you more scanning or planetary information. I'm now level 26 and just looking at a range of science skills I ignored before as I hit a cap with research and building/modding.
Trust a Gunner to give the best advice. Between all the stuff I have read, and all the folks I have talked to, you are the only one who mentioned the offset from points of interest. I just discovered that includes the landing zone.

Vash Cowaii has a video on YouTube titled "Starfield: The Best Beginner XP Farm? Only 950 Credits - Outpost XP/Credit Farming" showing a great spot on Bessel III-B. It is my go to for my first base because it has both Fe and Al. I hope this helps.
Not interested in farming myself, but i am building a spreadsheet of all resources and crafting so I can plan my approach a bit better...
