But if by "stack" you mean you can continue to rank up the perks that the magazine gives, that's true. Up to the limit for that perk. Which is lower for most of them than the number of NG+'s required to cap out Powers. And you can find the magazines multiple times in a single playthrough.
He provides links to a document listing the actual perks, and what each rank gives. For some of them it's not an "additive effect" but rather a different effect for each perk level. That's why I wouldn't use the term "stack" to describe the process.
It's actually a relief if they don't stack because I didn't want to get them multiple times to get like carry weight to 500. That sounds exhausting.
I was following a video that said where each one was and I was getting different ones in about half the locations, a few I had grabbed before in previous plays and most were completely new.

It gives the little popup you get when you first pick one up, so I just assumed they stacked.
I dunno.
I like keeping them simply to keep track of which perks I have.
