Shadows of Neon Bug

Is anyone having trouble with Shadows of Neon quest getting stuck the second time talking to Billy after confronting Emmet? Is there a work around?

Yes, I have the same problem and have looked for a solution - but haven't found anything so far.

Have this bug now. Even after todays patch, after clearing the guy's debt you go talk to him again and there's no new dialog options to continue the quest, just the same as when you first meet him.
Didn't the hotfix say it fixed this quest?

This quest is even more broken today. I go back to Neon to try it again and the waypoint is not even where I last saw the npc I'm supposed to talk to, it's located below the floor but not accessible. And I go to where he was and he's not even there. Thanks Bethesda.

edit: I went back again for a different quest and he was there, I had to repeat some dialog but finished the mission.

I finally found a solution for this, If you are stuck the second time you talk to Billy (like I was even after the patch) and can't even get the persuation option, go back to the warehouse and kill the loan shark again. Then returm to Billy again and this time the dialogue will change when he ask you to deal with the loan shark. I hope this will help!
