Does Starfield let you build your own custom franken-guns like Fallout 4 did?

One thing I absolutely LOVED about the weapon customization in Fallout 4 was how you could do crazy stuff like converting a pipe-pistol into a sniper rifle or an assault rifle into a shotgun.
Barrels, muzzles, stocks, scopes, magazines, stocks, and even receivers were basically interchangeable.

Does this game let you do that too?

EDIT: does anyone know any other games that had weapon construction / customization like Fallout 4?
