I never once had the issue, no matter how many legendary weapons I had hotkeyed once I just made sure my inventory was clear at almost all times. The reason for this, is the every time you swap weapons/open the scanner, the game doesn't just read your weapons, it reads every SINGLE item in your inventory....every time you open the scanner/swap weapons.
Once I realized that was the main cause, the only times I experienced stutter again was when I went full loot goblin and forgot to clear out my inventory, but insta fixed as soon as I dumped everything. This is also why the game has such a super "low" carry weight most likely, so that your average player might not run into that engine limitation causing the stutter.
edit: May try to stop being a loot goblin to see if that improves it. More storage needed I guess)

Yep can confirm the number of items in your bag affects length of the freeze. Stacked items count as a single item.
I dumped -everything- ...except equipped gear and social clothes, mats, digipicks, all my legendary etc weapons, ammo, throwables, keys, survey data, current slates for my quests, and medpacks. Down to 382 items (ALL).
No freezes when swapping rare and up weapons. Before it was horrific.
This does need a proper fix however even if we can mitigate their crappy programming by not carrying things.
Basically no wonder they kept containers and carryweight etc so low - they knew they'd messed this up.
Which stuttering? Cos this isn't a wetware problem of not rtfm.)

I did the console command to set my carryweight to 5000 (I hate playing inventory manager) so I've definitely hoarded thousands of rounds of ammunition and wine - def could be the culprit then!
In your video you can see a ridiculous number of items in your bag. 1621 items in ALL.
I got mine down to 382 items and can swap between rare and up weapons with no lag.
The issue is in the item totals. Then that issue is seen when swapping rare and up weapons, because the derpgame searches whole inventory when you swap weapons and goes through EVERYTHING you have in your bag, instead of being smart about things and simply searching your actual weapons.
I might test to see if I can find if there is a specific no. of items that causes it.
Why do these companies even think their games warrant the price tag they ask... Most of the ridiculous cost goes in to keeping shareholders happy and marketing.
Even just down to the fact the game was so CLEARLY designed for consoles from the ground up this time (there are countless examples showing this).
This engine should have been replaced years ago, it should never have been the backbone of this game.
**UPDATE**
So I'm now down to 406 items and while it has lessened the freeze, it is still very much present. Continuing to reduce inventory count until it has "stopped". Although, the gradual reduction points to a HORRIBLY INEFFICIENT method being used to allocate your active weapon as this more or less confirms that it is SEQUENTIALLY searching through your inventory each time you switch weapon. This is INSANE :D:D
My inventory mass has more than 6500 MASS, so my guess it`s not related with the quantity of items in inventory.
