Starfield does that, but constantly.
Otherwise the world would also be extremely silent on top. It's a mechanic that you may find annoying but makes sense. It could be toned down a bit though such that maybe this could occur one time in 10 minutes or so that way the player isn't shotgunned with information and yet it keeps the world moving.
i'm not joining any factions in my only playthrough so why every random guard thinks i need to solve the planet/cities minor problems i have no idea. they just yell stuff they can't/wont resolve into the area to be overheard by all the "citizen"s.

You have a new quest, investigate the brown outs in the Well.
... I did not sign up for that. I like the idea of getting rumors and quests from people just chatting, but they shouldn't be forced into my quest log unless I actually decide to go and look into this thing. It would be significantly more immersive too.
"Kill this outpost full of generic bad guys" kinda of ♥♥♥♥♥♥♥♥?
It's like Bethesda makes a massive game world first, and then tries to fill it with content. They're afraid to have areas without lots of quests, but they're also afraid to shrink the game world to fit the amount of bespoke quests/activities they can make, so they come up with this filler that isn't fun or interesting ... but it sure is 'content'.
Bethesda, your game would be better if it was smaller and all the quests were deeper and more interesting. Bulk is just bulk.
