Question about skills

I know in the skill tree you need to put a certin ammount of points to unlock the next set of skills, but can you level up 1 skill 4 times and it count as spending 4 skill points?

Yes, you can level up only the first row and have it count torward the bottom rows. It goes by overall count on that specific tree as far as I'm aware

Yes - it doesn't matter "where" the points are. You can put 8 points in the top row and the third row will be unlocked.

Ok that is good cuase i want to get specific skills like ship building, lock picking and things like that without needed to get to like max lvl and have points in skills i will never use
