How to restart/redo a failed quest via console in Starfield? (Vapor Analysis)
I picked up the quest Vapor Analysis on Voss but was intrigued by a landmark nearby, so I headed over there and ended up exploring it. When I came back to continue Vapor Analysis, I couldn't find it anywhere. After a while I found it under failed quests. I didn't even see any notification that it had failed. (Why does it fail? Come on.) I quicksave so often that my last save was an autosave from another planet hours ago, so I couldn't go back.

I am hoping that a console wizard knows something that I don't. I know in other Bethesda games like Skyrim, it was possible to restart a quest if you knew the right commands. I don't seem to be able to make them work in Starfield.

Here's what I've tried:
help RQ_Settlement_PlaceObject_01 4 QUST
told me that the quest ID is 8A8CA
GetStage 8A8CA
tells me I am at stage 999.00 (a form of failed, I think)
SQO 8A8CA
shows me all the possible stages of the quest. It shows me 75 (pick up), 100 (place), and 300 (return quest)
SetStage 8A8CA 0 or 75 or 100 or 300
all do not change the stage of the quest which stays at 999.00. It doesn't seem to be able to move backwards.
CompleteQuest 8A8CA
does not do anything ever. Vapor Analysis is still showing as a failed quest
ResetQuest 8A8CA
sets the stage of the quest to show 0, but it never changes from 0 when trying SetStage. It's no longer in my quest log, and I do not get prompted to start the quest again. This is rumored online to permanently stop the quest.
StartQuest 8A8CA
does not do anything, even after doing ResetQuest and the stage showing 0
CompleteAllObjectives 8A8CA
does not do anything, even after doing ResetQuest and the stage showing 0

Is there something that I missed, or perhaps a way to mod this? This is my only failed quest and it's really annoying me.

did you try completeallobjectives before completequest/resetquest?

Did OP ever resolves this?

I am at the end the of darn Ryujin quest line at the board meeting and somehow lost my save just before trying to persuade the board member and I am stuck with a fail vote count. Trying to frigging restart executive order and not have any luck so far...

welp after much reloading my save and buggery I got it to work and reset executive level.

I believe it is these last few that restarted it somhow:

resetquest 0013F73D
SetStage 0018B717 99

Once it reset it kind of bugged the vote count and made it pop up to 9/7 then 10/7 but it stopped going up after like 30 sec and I just talked to all the board members again. Once done it wasn't initiating the meeting so I did that last "setstage 0018B717 900" command and it started the meeting and I was able to go to the meeting and complete the quest.

Now I am not sure but I think I reloaded my save after the resetquest command as that doesnt seem to work and I "think" its the "SetStage 0018B717 99" command that let it "restart" the vote.

It is not possible to reset or restart quests using the console (except for possibly the simplest fetch type quests), and it was not possible in any other Bethesda game either, as once a quest step is triggered, it is baked into the save and it cannot be removed or reset. The only option for resetting a quest is to reload an earlier save from before the quest (or a particular quest step) was triggered.

This is not true. It is however kind of buggy and hard to get working.

I was stuck with only one save for executive level with a failed tied vote count to get the neuroamp banned and I was able to reset the quest and retalk to the board members to persuade them to vote against it again. See my previous post above.

Well I just restarted "High price to pay" by trial and error of what was said here/following the IGN link because I had no older save files. That quest is far from a simple fetch as it has game changing choices which I obviously regretted lol.

I had similar issue with Beer Run quest. So I've tried this sequence and it worked:
completequest F24FA resetquest F24FA startquest F24FA 1 setstage f24fa 100
Of course you need set valid stage for your quest but i think essential in this set is 1 after quest ID which force quest to run.

could you please share exactly how you restarted it? I'm having the same problem as no older saves are available and I desperately want to redo High price to pay.

save often in case you run into issues, lol heck I save to cheat on the persuasion if it fails, it can take a few tries sometimes until you get that skill maxed out

This appears to have just worked for me. I have the bug where a couple guards attack me sometimes when I enter the Hopetech building. When this happens I kill the 2 guards and everyone else acts like nothing happened. When I went to do the Ryujin quest I got attacked like normal, killed them and then completed the objecting. Imogene said something about having to clean up after me and I was like "that's ♥♥♥♥♥♥♥♥, that's a bug". Unfortunately, I didn't have a save I could go back to. I did your steps and it started the quest over for me, so thanks!!
