It's more like FeilDOW quotes, from not accepting joining the Striker asap with dialog with gang leader. You need do all stuff asap once started, accept mission, accept join and for that need not leave before dialog with leader and accept join.
That said it's a funny trick case for manipulation skill use, but it's last row skill and it is linked to last parts of a faction quests line, and that's not cool. But if you apply patience it's the solution, anyway I would advice make all factions quests, but for sure it could not suit some player roleplay choice.
