Dialogue bug, any fixes?

I've experienced a bug where I'll go to talk to an NPC, select the dialogue option, then the options disappear and the NPC just looks at me in silence. I can't back out, can't pause, only option is to alt+f4. I've tried restarting and even moving to different NPC's, yet the problem persists. Any fixes??

having the same issue with walter stroud after the All That Money Can Buy mission

I fixed it by opening the console and clicking on the glitched npc and entering the disable command

I am also having this issue except it is for any NPC I have talked to. I did try and mod my game, but after unsuccessful attempts I removed all modded files, reinstalled and verified multiple times. The game does not let me advance in dialogue passed the first text box. Also does not let me skip the NPC’s initial dialogue. Hoping a fix is found!
