Hover over the light in question, and hold the Turn On button in building edit mode. It will allow you to connect it to a power source using a wire.

Nope, you wouldn't even be able to open any doors while holding the wire.
Instead, you can switch view to isometric after taking the wire and connect it almost instantly.

So I’ve put down a wall light and am not getting the option to connect anything. I can just make it and lights won’t turn on.

Lighting is very broken in settlements. I placed an airlock that turned out totally dark inside. I later deleted it and placed a new copy...amazing! Bright red light as it should be inside. I placed a science hab with multiple strip lights on the ceiling...I can barely see inside. Very. Broken. And there are no placeable interior lights (after all, they are built in!). Just dumb buggy code. Fallout 4 had great building options with various lights. They apparently forgot how to do this right.

Yes I'm also frustrated with non functional lights that have active option on them.

Yeah the issue seems to be the habs have off-set lighting to the actual physical models. So if you get too close to a wall you get exterior lighting inside making it dark.

I remember making a joke about using lights against darkness will eventually be considered racism. I wonder if that has already happened.

The walls by the connecting halls might not work because you can make the halls wider.
It is a wall option you can change while highlighted.

You can also wire all the lights to a switch by your landing pad :)
Lights will attach and work if you change the walls to windows as well but mine are wired.
