The real answer is in between. Was there a decision/intent to not have the old pinup girls, yes, yes there was. Did the creators or those that made the decision take a political choice? probably a little of politics, and the good ol humans are jealous. IE look the hate and outright hostility that Karen´s have against their own "good looking" sisters in real life. Women's worst enemies are themselves.

However with that said I am actually ok with "normal" looking men and women in games, as it brings immersion. Seeing a "genetic perfect" individual in the middle of the wilderness, looking like 4 hours in the makeup chair, while I have been lugging around in a dirty and sweaty space suit for the last 6 hours is actually immersion breaking. However some consistency would be nice. IE gets a little dirty from doing stuff, but one can "clean up" and the NPC clean up themselves too. etc.

Depends if you like manjaws on a "woman". The build and curves on so many of these characters are non-existant and the faces barely have femininity or youthful beauty. It's all frumpy and mannish for the most part.
