Bug: 'Operation Starseed' quest can not be finished
After talking to, and siding with, F.D.R. if you have, or have not, gotten Amanirenas to stand down; Every one turns hostile in a very short amount of time, making it so you can not talk to Ada Lovelace to get the Beagle codes decrypted.

and waiting 24 hours does not have them drop their hostility.
amusing thing is franklin is not killable

Don't know. I didn't try that. But I did try rebooting the game and then using the console to resurrect all of the 'nameless renegades' that died in the fight; And it fixed it.

Still the fact they they turned hostile at all is one massive 'WTF moment'.

just had this issue as well, about to finish the mission & when I land everyone is hostile and trying to kill me. Thought it was because I had khans outfit on but it’s like that no matter what

I found a solution

- Take out Khan only don't loot it
- Get fast as you can Lovelace skip all conversation and get the code.
- Then the folks try to gathering on the center and do not go there go around them as far as you can.

The quest is bugged definitely because they wanna repeat the council but the game registered Khan is dead.... Bethesda have to fix this.

Confirmed: When i did like this i could complete the test

Yes, this seems to be the source of the bug.

If anyone besides the 'primary target' dies, they will all go aggressive as soon as the body is spotted.
So take out the one who went to war only, drag their body into a hidden place, then quickly talk to Lovelace, and GTFO ASAP.

And suffice to say, DO NOT bring companions on this quest as they will ♥♥♥♥ it all up.

This is the solution that worked for me. If anyone else dies besides Khan, even from other settlers, everyone turns hostile.

this whole game is a broken mess because BS didnt put stronger code all their fkn games have the same game play plot breaks because they dont learn not to code so black and white lol.

Possible bug fix (not necessarily relevant to OP's bug, but for the very end of the quest):

After choosing the new admin in the computer at the Facility, return to the surface and wait in your ship for 24 hours.

Then fly back to the sanctuary and tell your companion to wait by the ship.

Do not enter the compound immediately. This seems to trigger the hostiles. If you start seeing red hostile pips on your mini map, back away from the gates and take a long walk around the right side of the sanctuary walls. Wait a couple of minutes.

Eventually, you may see a long procession of villagers and a couple of robots walking toward the gate from the OUTSIDE. They are not hostile, so follow them from the rear (I was then able to enter the sanctuary peacefully and finish the mission by talking to my chosen admin).

It seems that among the bugs, there is a scripted event that misses its trigger if you try to enter the gates too soon (the procession of the villagers).

There are probably more threads about this and eventually it will be fixed.
There is however another workaround...
After they all turn hostile I ran back to my ship, waiting in stealth and sniping them 1 by 1.
The non essential npc's are going to die but the more important don't.
After I killed everyone I ran back to the village where the essential npc's came back, not hostile. I talked to ava lovelace.. not hostile after I shot her.... and could finish the quest.

Sigh, I think I saved too many and broke it forever. Thankfully not much loot here except stylish clothing, but still, this is the third or fourth major bug I have run into. I like the game, but the amount of severe bugs is astonishing. Its starting to feel like I just need to universe reset every 10 levels just to clear out bugged up messes.

Complete this quest without a companion and don't kill any of the other people, just the leader(s) and it will go well
