My adoring fan keeps ratting me out?

I picked the Hero Worshipped trait because it sounded hilarious, and of course I made my adoring fan my current follower du jour. But I started to notice that when he is in the room, if I steal something I either get reported or the item is confiscated. Easily resolved by making him wait outside of course, but that leaves me with a few questions:

1) Is this supposed to be happening? He's my adoring fan. Shouldn't he be loving everything I do?

2) It's pretty early in the game for me and he's my only companion. If I had a different companion, would they also tell on me if they saw me stealing something?

Sounds bugged. Even the followers that hate stealing just complain at you and maybe leave as far as I know. This sounds more like the game has not recognised that he's a follower and treats him like a random NPC standing there seeing you steal.

all companions seem to do the same thing, if I am gonna stealth or steal stuff i always have them way around a corner

Well that kinda sucks. If he doesn't like me stealing, I'd kinda like to know that. But whatever, I can just make him wait outside whatever area has goods I can take.

So, maybe it's the theft system in general that's bugged. This time I was on Gagarin and made my Adoring Fan stand outside. In one of the buildings, I went ahead and stole some resources from a chest without being seen. Then, when I walked into another building, one of the NPCs in that building suddenly told me "Hey, that's not yours" and I got a bounty. I didn't do anything but walk into the building; didn't press anything to interact with or steal something.

This is starting to become more than a bit frustrating.

Its the same with every companion only The Adoring fan dont give a fuq if you steal, murder or molest people, he will never leave you or stop adore you.
