Scanner does not start (PC)

Flashlight works fine, but the scanner is not available. Has nothing to do with any distance from objects. The F-Key does not not switch to the scanning function. It only turns the light on and off, Any suggestions?

Interesting. I've been playing for more than 20 hours and couldn't figure out yet how to activate the flashlight, in my game there's only a scanner and no flashlight. I think it might be bugged because it is using the same key.
