The clothes are not randomly generated, duh. They are modelled, and as such, took time. Which is exactly why the made everything unisex. so they didn't have to model more than the absolute bare minimum.

Witcher 3 had short hairstyles as well but at least CPDR knew how to make the women look good. There are many ways women always tie up their hair attractively. Meanwhile it looks like Bethesda purposely just chose the worst ever hair styles instead
Except this wasnt the case in past Bethesda games. In Skyrim for eg. the female and male clothing and armors were always different depending on your sex

There was a ton more attention to detail and care put into previous Bethesda titles..... That doesn't mean it was political. Just a conscious decision about time and money.
