That isn't what System targeting is referring to. When you put a point into targeting systems you can press R (on KBM) once you've locked onto a target ship, this will zoom in and bring up the ships sub-systems (just like yours where you put power) and you can cycle through them, like you do when shifting your ships power, to target a specific sub-system such as engines, or gravdrive, or weapon1, etc.
This not only allows you to take out a specific system/ship part but it also does slightly more damage more quickly than just targeting the ships "hull" in general.
Being able to lock missiles is very different from being able target the engines or shields of a ship and not reliant on a skill point to use. That is what targeting skill gives you access too. You can read the descriptions of the skills to see what each level will give you.
What background did you choose and which traits did you choose?
If you are actually able to boost with a jetpack you either have the perk or its a bug. There are a plethora of posts with people asking why they aren't able to use a jetpack. Same with the ship boost. Show a screen shot of you boosting in a ship, You either don't have the boost meter on the side and are just thinking you're boosting or its a bug.
For traits and background; I chose Ronin as the background and "Adoring Fan" with the "Wanted" trait to spice things up. So nothing to do with the tech skill tree.

Never had this problem with Fallout games.
This I'll concur with, as well as the descriptions of the backgrounds and traits you pick during character creation. The "Dream House" one sounds like it will be a terrible and untenable detriment to your early-game with how it is worded. But it only deducts 500 credits each time you visit the house until you've paid it off; or you can go to a GalBank location and pay it off in-full whenever you can/want. Some of them are simple and straight forward and the description makes sense, but others really don't do a good job at conveying how the perk/trait works.
