You can further expand personal capacity via skills, and cargo capacity via the the payload skill.
The captain locker that holds only 40 cargo is only accessible from the ship itself. I think the captains locker only you have the key, so none of your crew will take anything out of it. For the regular cargo, your crew may take out weapons and equip them if they feel like it.
Also to add more storage, you need to talk to a ship guy at a landing pad in cities/settlements and tell him you want to upgrade your ship. From there you can then add new modules to your ship like cargo modules.
You can see it from any distance but I am also unsure what the distance is for accessing it and moving things around. I should play with that a bit and figure it out.
You can assign your companions to ships and outposts (if you have a Crew Station on that outpost). To do so, go the your ship menu and then press "c" and you'll be able to assign people to the ship/outpost. You can only have like 3 or 4 crew members on the ship I believe unless you upgrade a skill (Leadership I think) which allows you to have more crew members.
