Creation Engine bug, happened ever since Skyrim. Who knows why but prolly some assets dont load in time and don;t get a passover to check if they loaded in at any point either. I recall Whiterun usually had the most Underwear Guards :P

The female guards in akila city, ones around 'the stretch' and northwest of the galbank building are taking turns being in their underwear in my ng11+ every once in a while..

it seems random 'poi' encounters more specifically 'provisioners' of all types of are naked 50% of the time...so far in my universe+
