Report a translation problem
So if a companion has level 2 of outpost building. You need atleast level 1 for it to count.
Then at level 1 that companion's 2 points in outpost building improve your skill to level 3.
Ah that makes sense. I had been wondering the same thing. I wasn't putting many points into science as I was focusing more on tech. Guess I'll have to at least put a few points in to get to 1.

There's also a crew member you can recruit with Outpost Engineering 1, but if you need the skill anyway, then that would make them useless.
This has to be a bug, or something is missing.
Just thinking out loud but did you have as follower and see if changes anything?
I only found out yesterday that the skill books that increase your carry capacity by 5KG each are bugged. My carry capacity will not exceed 245. Example, When I read one of those skill books my weight capacity does not increase. So who knows what else is bugged....
skillbooks only work once, its the same book every time. it would not make sense if you could read the same book over and over and end up with infinite weightcapacity..
Not true, there are some that do stack, for instance the one that expands the magazine for "X" weapon manufacturer stacks. I know because my Breach holds 10 rounds by default instead of 7. But not every magazine gives the same buff each NG+, so on one NG you'll get the constellation mag that extends fuel range, on the next you'll get one that reduces o2 consumption for instance. It's somewhat random which magazine issue you'll get each playthrough, but it's worth keeping track so you can grab them each playthrough.
