Low GPU utilization

[Commander John Fortnite]

Playing with a 7900XTX GPU and 7800X3D CPU. Only getting ~80% GPU utilization. Typically I've been able to solve this, in Bethesda games no less, by turning off FreeSync. No such luck this time. Anyone else having this issue or found a fix?

How does it run at max settings?

Why force your GPU to die sooner than needed? Forcing your system to do more than is really needed for good game play is just sort of stupid.

How does it run at max settings?

At max settings I'm getting around 80fps with 80% utilization.

The GPU isn't going to die sooner just because it's at 100% utilization. It's meant to operate like that. It's doing it's job. And when it runs less than that in games, something is preventing it from doing it's job as best it can.

hmm might be one for AMD support. I don't find much on it other than it does well with this game.

You are sure it's not being throttled for some reason like temp?
(or even *gasp* a bottleneck)

Definitely not temp. I have a custom liquid setup and it maintains 30C the entire time I play. And seeing as the 7800X3D is a top 3 CPU for gaming, I don't think that would be the issue.
