Folks gotta try and remember that turning all the settings to max on a game that's probably expected to stay relevant for 5 years is more of an aspirational goal. I suspect maybe they weren't old enough to be playing PC games when Far Cry and Crysis came out.
For 4K obviously I would go for XTX series or 4080/4090.
But please also mind that Starfield is trash optimization so chose graphic card for next years based on ALL video games, not one game that is so poorly optimized. It's not worth to overpay for badly optimized game to run better.
Dudes probably on a I5 series intel processor. Most likey below the 8600k at that. His entire system will bottle neck that card before it gets to 40% usage. Dudes got DDR4 ram for crying out loud, lol...

Yea, OP, I would upgrade to at least 7600X or 7700X if you want to buy good mid-high or high-range GPU. Otherwise as RyBo said you will bottleneck.
I would jump to AM5. Gor for 7600X or 7700X and pair it with 7800XT and you will be golden for 1440p. You can check Starfield on 7800XT here for example: https://www.youtube.com/watch?v=g7E1GDHR34E&ab_channel=GPUBENCHMARKS
But guy runs 7800X CPU (which is overkill for pure gaming mind you), so I would recommend 7700X (8 core) + 7800XT combo and you are golden for next few years in 1440p. Or at least minimum 7600X (6 core).
AM5 is also good as you will be able to upgrade CPUs in future without new mobo.
You'll want to do both just based on your card. Keep in mind you'll probably need a new mother board to support any of the latest processors no matter the brand. To save a penny you can try and get the best series for your board which is probably fairly cheap these days.
Nonsense. i'm running the game on a 3060ti and i'm getting mainly 55-60 fps (high 40's in the big town) at 1080p.
A 4060 would run it fine.
*I have no issues with performance with that, 32 gig ram, 5600X and a good SSD drive from 2021
Tough. I would say try to get used/cheap 6800XT if you can find (best like Nitro+, TUF or Red Devil) and if not then 4060. You can also check if there is some good deal for 3080 or 3080Ti, sometimes you can find a good bargain.
In future I would invest more into CPU first as CPUs last way longer (especially 8 cores) for gamng than GPUs.
