Though true, the only ones spoiling anything by talking about NG+ were, ironically, the ones that were crying about it being a spoiler.
Historically NG+ is just a new game with previous upgrades/levels/perks, it is by claiming it is a spoiler that you are revealing that that ISN'T the case for one reason or another.

1. do tutorial
2. a. save game before you touch the artefact
or
2. b. if you come to customize your char / save game
after that you have allways a savegame starts with customize your char.
easy...
And people say critics are talking in bad-faith. People aren't requesting vehicles for "3 minutes long trips," they're requesting vehicles for HUNDREDS of "3 minutes long trips."
Nope:
The way you and others are posting that as a solution on here suggests there are no drawbacks, and that simply isn't true. The drawback to your proposed method is worse than having to sit through the tutorial for a couple of minutes. It is a case of the cure being worse than the disease.
Also, this is not the way all other Bethesda games have worked. Skyrim and Fallout both created new characters when you did this with new save files under the new character's name.
In Starfield, however, as long as the character originates from the same parent-save they will all be forced into the same character folder, even if you give them an entirely different name., it simply renames the entire folder to the last saved character's name.
This means if you have 4 saves going, say: Alex, Billy, Charlie, and Diego, and you last played and then saved the game on Billy's level, the entire character file gets renamed to Billy despite all of them being present in the same file.
This also makes switching between the 4 an absolute pain, as you have to scan through all the different saves to find out who is who to pick out the person you want to play as at the moment instead of being able to just click on a name and only see their saves.
TLDR: unfortunately the best method for creating a new character is to just slog through the tutorial each time, despite other methods TECHNICALLY existing.
