Weird, I don't think i've ever seen a gold marked item in my inventory before. Started a new game will see if it happens again.
It is usually high dollar items like "stolen painting" or "mech parts" or "robotic plans" -- not exact words, they generally look like a thin briefcase. I have a stack on Luna - lol for when I can cash them in.
You can sell them without any scan in space stations. There is one in the Wolf system with a trade authority NPC just waiting for your contraband ;)
i would get a 300 cred bounty for no reason, no crimes listed in my status screen, no stolen items confiscated upon getting arrested, and nothing found during the scan of my cargo. so its 100% a bug which i thought would be a trespassing bounty. ive tried paying off the bounty and then continue my mission on this frozen planet, after which i got another 300 cred bounty
edit: one reason i feel like this is a trespassing bug is because when i returned to the same planet, before landing the same ship stopped me again, to tell me "You again? i told you tou cannot land here" or something along those lines, and i had to explain again that i had orders to land on this planet
