what if you have already finished that mission? is there a place to still get it cause im pretty sure jasmine was arrested lol
The Red Mile - it has jammers and shielded cargo, but not Comspike. Comspike and the Conduction Grid or whatever seem to be Key exlusives and they are gone after you finish the mission (on the UC side ofc).

You cant buy them for every ship lol, they are a one time thing. But yes you could when you have enough cash rip apart the ship they were on and build your own, be kinda a bummer if you had to rip apart a unique one time only ship though.
I intentionally postponed destroying the Crimson Fleet on my current playthrough until I had 10 ships specifically so that i could put a Commspike and Conduction grid on all of them.
There is a mod that makes them available at regular ship Technicians once you complete the quest for them, if mods are something you are willing (and able) to use.
That said, I think it would be cool, narratively, if a Generdyne version of that particular piece of equipment became available at normal ship techs if you pick certain a dialogue option during the quest to get it.
And some enemies do use EM weapons, I'm pretty sure. I've fought some enemies where my ship systems started going down without hardly any hull damage along with it.
