No distortions.
To be more specific, the circle on the scanner will oscillate with red/blue colours when pointing in the right direction. Unless OP ran into a bug, the best way to do those quests fast is to land and immediately spin around until the scanner's UI circle begins to change colours.
Definitely not obvious though, agreed :). I was expecting full-screen visual distortions or a POI, but it doesn't work that way :).

Can’t visually see the tower either.
Might be a bug, but be sure to land only at the scanner anomaly, it won't work anywhere else on the planet.
If you know what type of building you're looking for it might be easier to go there directly, it shouldn't be that far from the landing

The game keeps bugging for me during main quests since the first Power quest. After that it totally broke during the Neon heist mission (calling it vaguely because, spoilers) and nothing I ever did was able to fix it, almost debugged the game for 4 hours using the console. I lost like 5 hours of progress, somehow repeated the first power quest without bugs, now it bugs again on the second power. Gonna give it another try by reloading and probably try a refund afterwards.
Now this OP clearly stated that he tried everything and watched the videos, still the indicator does not even blink. Then amazingly more than half of the replies try to picture what the distortion looks like, suggesting that it was the OP who failed to understand the mechanic of it, instead of it being a bug. Hilarious. People either don't read a letter except for the title or claim that the game is so magnificent that this can't be a bug.
TLDR; dear OP, I have the same bug and you're right. Also console commands do not entirely work out the problem except for the first power, because after that there are no ceremonies, so even if you complete the quest, you don't receive the power itself. Maybe that can be obtained by another console command as well, but it looks like an avalanche of bugs once a main quest gets broken. You get another bug somewhere down the road, almost guaranteed.
So if you figured out a way so far, please let us know.
Things like "are you sure your computer is plugged in?" And after 15 minutes they check and it isn't.
