When I first started playing the game I had a RTX 2070 (non super), to reach 60ish fps I had to play the game on low with 70% Resolution scale, 1440p native.
Upgraded to a Rtx 4070Ti and now I'm rocking out with default ultra and 100% Res scale.
It dips here and there but is usually at 60+. Any dips aren't dramatic, and zero stutter that others have been reporting, I suspect those issues are related to bad driver installs or other problems with their PC's that they are attributing to "poor optimization" of the game.

I used "optimized" settings from several people, like Hardware unboxed. In a place or two I knocked it down one notch.
I added the DLSS mod, but that won't help you on a 1080. But DLSS is very good and I'm running at 70% res scale and barely any artifacts. I need to really look for them. I also have Reshade with custom profile and custom sharpening, so the game looks better than native res.
I'm getting 40-50 FPS in town. Not a problem. I have had zero combat encounters in town. It feels a bit weird in third person, but smooth in first person.
On planets or closed levels I'm getting 70-90 FPS.
I also disabled mouse smoothing and adjusted mouse acceleration settings. The game feels like a good shooter now.
Also, I have a GSYNC monitor, which greatly smooths out any performance hiccups.
The game is very smooth.
Next year I'm getting a 5000 series NVidia if it comes out.

I got rid of the upscaling as it looks horrible, especially for text.
The game runs fine.
One crash so far, while doing an inter-system fast travel.

There has to be like a little setting everybody with "The latest and greatest" have turned on/off that's hindering their gameplay.

Runs flawlessly with everything maxed out. Loading times are maximum 5-6 seconds in big areas. I only got a bit of frame loss in New Atlantis, as other ppl pointed out. However like the poster above me, it's only 1-2 frames so nothing serious.
I suspect that area is not well optimized because literally everywhere else it's 100% stable frames.
I'm actually impressed with how stable this game is, considering Bethesda's history with these things.

at 1080p on low settings the game runs around 60 fps for me, sometimes 70, and in really crowded places it can drop to as low as 45 sometimes. I have no apparent stuttering problems or anything like temporary frame dips into slideshow territory,
