Job Gone Wrong - Infinite Dialogue loop?

Not sure if I'm missing something on this quest, but after the dialogue with Daniel Blake upon entering the city nothing happens. The quest objective still says to talk to him, and the entire dialogue loop repeats regardless of what options I select. There are no promps to interact with the intercom. Have tried reloading multiple saves and nothing changes. Is this just a game breaking bug for the main story...?
