got the following response.
Failed to start quest 'RI07'. Check the warnings file for more information.
I could not find the warnings file. though i did find is a file that recorded all the console commands i used.
Unfortunately though the commands "takes", meaning no error response, I am not getting a response that it started.
i even tried it right before the last conversation option before "the key ingredient" completes.
overall i have enjoyed the game. but quest breaking bug on a major faction quest should have never made it past QA. But I should not be surprised, Bethesda is not know for their QA standards.
Also, the command you suggested does nothing. most likely because its not the quest id needed.
Well the Sabotage quest is in New Atlantis where Infinity LTD has its HQ. The Quest IDs are correct as i have used them myself. It is imperative that the correct requirements are met to trigger the follow up quests as per my instructions. That is all i can say. It works.
If you do not believe me look them up yourself.
input -> "help RI07" to find the QUEST ID for Sabotage or "help RI08" for the Executive Level QUEST ID.
once you have the Quest IDs You can then look up the different objectives in the Quests with their according stages using "SQO 0018B718" or "SQO 0018B717" respectively.
Edit: actually i do need Sabotage. Yeah this didn't work for me brother. I reloaded a save where the next point in Key Ingredients is to speak to Veena. I spammed the setstage command, and nothing happened. I did it again when speaking to Masako. nothing happened. Not sure what i am doing wrong.
Note: yesterday when i tried running it i was already in the ryujin tower and it did not work. When I ran it today, i'm on a completely different planet. I suggest if you run into issues, try going elsewhere before running the command. My last task is to return to verna.
Glad it worked for you after all. Bethesda has put some very jank triggers on this and i hope they fix this soon. It took me hours to figure out how to make this work.
Anyone has any idea on the situation?

I actually managed to progress! I'm not 100% sure how, but prior to starting the conversation with Masako, I spawned in an NPC for Ularu just to try different tactics. I used "player.placeatme 002BA8B2 1" to spawn her in.
Then I proceeded to use the provided "setstage 0018B717 200" after the SSNN Broadcast, right when Masako started the conversation back up and VIOLA! Executive Level started.
I too got the mission to trigger, I had to do the different planet trick in order to get it, even going as far as going to a solar system I had never been to and landing. I used the setstage while in that solar system and the mission was added to my list. Jeez, what a pain.
